New Normativism

New normativism is a form of civil action insisting on normative effectiveness of public governance where local, national and supranational administrations function by exception rather than norms and normative frameworks. It is only by removing the effects of exceptions that changing norms and normative frameworks might become a goal within reach for civil action.
